Yes. It flags accounts where a low account level is paired with a high K/D, a high peak rank or a high win-rate, so you can spot likely smurfs before round one. It is a heuristic flag to inform you, not a definitive accusation.
Does it show the enemy team's ranks and parties?
Yes. Valorant Scout shows both teams: current rank, peak rank, RR or leaderboard position, previous-act rank and win-rate for every player, plus colour-coded party / pre-made detection so you can see which enemies are stacked together.
